Note: This article applies only to database owners and admin users.
Granting admin access to a user applies both to new and existing ones.
First, go to the Users page. Then, provide the user's email address in the input field under the Admins team. Click Add to send the invitation.
The invited user should receive and must accept the invitation to become an admin user. If the user is already existing as part of a team, he or she will appear under both sides.

Note: Adding multiple admins is also supported in Panoply.
